Subject: Setting up of a Task Force to draw up a 10-year Mission Plan for the development of the Indian Automotive Sector.

In order to realize the growth potentials of Indian automotive industry both domestic and global, and to optimise its contribution to the national economy, the Government of India has decided to draw up a 10-Year Mission Plan for the development of the Indian Automotive Sector. To conceptualise and draw up the Mission Plan, it has been decided to set up a Task Force with the following members:

2. The Task Force may have the following terms of reference:

i. It will examine the current status and challenges to the various segments of the automotive industry and identify the areas of concern/hurdles hindering the growth and competitiveness including bottlenecks arising out of policy prescriptions in automotive sector or in any other related arena in the domestic as well as international markets and suggest possible responses, policy changes and strategies to overcome them;

ii. It will conceptualise and draw up a 10-year Mission Plan for the development of the Indian Automotive Sector into a Global Hub called the Automotive Mission Plan 2005-15 (AMP 2005-15) incorporating the following:

a. Sectoral vision and growth strategies for the individual segments of the automotive industry like automotive components, passenger cars, commercial vehicles, two/three wheelers and multi-utility vehicles along with the concomitant policy prescriptions;

b. Specific plans and programs to achieve the vision and growth for the respective segments including the automotive components, passenger cars, commercial vehicles, two/three wheelers and multi-utility vehicles segment;

c. Plans and programs to ensure consistent availability of quality talent in the country exclusively trained for automotive sector including styling and designing, testing and validation by forging alliances with leading educational/research institutions in the country;

d. Collaborative strategies and programs to institutionalise focussed research efforts in selected areas of frontier technologies including non-fossil fuels/power systems, scientific, sustainable and environmentally neutral disposal of automotive wastes, convergence of India’s strengths in IT and electronics into automotive technologies by involving various stakeholders including OEMs / multilateral funding /aid agencies etc.

e. Key strategies to strengthen efforts of Indian automotive manufacturers including small and medium sized component manufacturers towards accessing emerging global markets and outsourcing opportunities for export of automobiles, automotive components and services concerning this sector including blueprint for strongly establishing ‘Made in India’ brand globally;

iii. The Task Force will also provide a detailed roadmap for harmonization of Indian automotive standards with the global standards and articulate institutional mechanism for promoting and facilitating steady, need-based and realistic harmonization.

iv. The Task Force will make recommendations on any other aspect that it considers necessary for the development of the Indian automotive sector into a global automotive hub in ten years.

3. The Task Force shall co-opt such other official(s) or non-official(s) as members as it may consider expedient to discharge its functions and may also avail the services of consultants / experts to strengthen its efforts. The Task Force may also constitute sub-group(s), if so desired.

4. All expenses on the Task Force shall be met out of the budget available with the Department of Heavy Industry earmarked for the Development Council on Automobile and Allied Industries.

5. The Task Force may submit its report in six-month time.

6. This issues with the concurrence of I.F. Wing vide its Dy No.1039/Fin-III/2005 dated 1st September 2005.
